Dear Mr. Giarbusso:
In a conversetion on March 31, 1975 with Mr. Leon Engle, NRC Project Manager for Crystal River #3, he indicated the present wording in Section 13.2.7.2 of the FSAR far Crystal River #3 is unacceptable to the NRC staff. This section of the FSAR addresses design change controls and was revised by Florida Power Corporation as part of Amendment No. 44 to the FSAR on February 4,1975.
As a result of several discussions with Mr. Engle and your staff since March 31st, the attached proposed revision to Section 13.2.7.2 was developed.
This proposed revision will be filed in Amendment No. 45 to the Crystal River #3 FSAR.

PROPOSED FSAR REVISION TO BE INCLUDED IN AM. 45 Some examples of minor revisions are:

Obvious typographical errors, spelling errors, or gra= mar having no effect critical to device identity, specific set points, or specific acceptance criteria values.
b.
Addition of field originated notes that may be judged to be helpful to the responsible test supervisor or subsequently helpful to review and approval personnel.
c.
Revisions that correct a certain section of the test procedure in order to allow compliance with the stated scope, purpose, or acceptance criteria of the same test procedure.
All corrections of minor revision nature are performed so as to retain legibility of the corrected printing and are to be recorded in ink. The cognizant Test Supervisor should sigt and date these pen and ink changes.
The Test Procedure Revision Sheet is utilized for minor changes. Minor changes may be implemented upon approval of the responsible Testing Superintendent with formal Revision (GT-41)
Sheet completing the review cycle as soon as practical.
Plant Review Committee is not required to review minor changes.
Class I and II minor revisions require TWG and Manager-Generation Testing approvals.
Class III revisions require Manager-Generation Testing approval.
13.2.7.2 Design Change Control.
Design charges, including field changes, shall be governed by design control measures commensurate with those applied to the original design.
A design change is defined as anf activity that requires the revision of an approved for construc-tion design document.
FPC has established design change controls for requested changes initiated in the field. There shall be no field initiated design changes of any nature performed without approval of the Director - Generation Engineering, or authorized delegate. After commencement of fuel loading, the Plant Review Committtee shall also review all proposed design changes prior to implerentation.
Required records necessary to furnish documentary evidense of design change control shall be maintained in the Quality Document File.
13.2.7.3 Non-Conformance Control FPC has an established procedure (QP 15.10) for controlling the disposition of Nuclear Safety Related non-conformances of components or equipment.
FPC also has an established procedure (Q-39 TDR) for controlling the disposition of minor deficiencies.
During Test Procedure performance, exceptions and deficiencies are recorded on the Exception and Deficiency List, Form GT-5.
Document control of this process is described in the Test Program Guide.
