February 2, 1979 3-0-3-a-2 CS-79-025 Mr. J. P. O'Reilly, Director Office of Inspection & Enforcement U.S. Nuclear Regulatory Commission 101 Marietta Street, Suite 3100 Atlanta, GA 30303
Subject:
Docket No. 50-302 Licensee No. DPR-72 Ref:
RII:
SCE 50-302/78-30
Dear Mr. O'Reilly:
We of fer the following change to our response dated 29 January 1979 to the k
apparent Item of Noncompliance in the referenced Inspection Report. We are deleting the following from the Response:
" Inasmuch as Florida Power Corporation's Quality Programs Department had approved this vendor's quality program, we did not feel this action to be necessary. However."
The reason for the deletion is that the statement is incorrect.
- However, activities associated with liquid radwaste processing are not safety-related; therefore, do not require Quality Programs' review and approval.
The Response Should Read:
It was not our interpretation that Technical Specification 6.8.2 required this vendor's procedures be reviewed by the Plant Review Committee and approved by the Nuclear Plant Manager prior to implementation. Activities are presently in progress to compile applicable vendor procedures into a packet for PRC review and appro.'al.
It is felt that the forthcoming review will prevent future recurrence of this Item of Noncompiiance.
Full compliance will oe achieved by 1 April 1979.
Should there be further questions, please contact us.
Very truly yours, FLORIDA POWER CORPORATI0h 800305o D 2 s y QL CY l
W.
P. Stewart
