An inspection was made of the concrete batch plant and materials testing laboratory. The principal contacts were with the following i

SUMMARY
The grouting program, the batch plant and the unterials testing facility were found to be in accordance with the application. The consultant's report on the foundation grouting was not available at this time.
i DETAILS I.
Foundation Grouting The boring logs and cores of the borings nade in the reactor building area before the grouting operution vere examined. The cavities in the limeonite rock occurred at varying depths and are variable in size, shape and extent. It was not possible to deter-mine from the borings the extent of communication between bore holes.

' i The grouting operation started with holes spaced 20 feet on center and the spacing was split with secondary *and terciary holes; where 3' required quaternary holes were bored, until the grout take was reduced to a predetermined acceptable level. Cores.taken upon completion of the -
grouting indicate that the grouting operation was successful in fil-
. ling the voids and that in those areas which were grouted the oper-ation can be considered successful and complete. Pez=eability tests conducted in the grouted material show velocities of 2 to 9 x 10-3 cm/sec.
The foundation report to be furnished by the licensee's consultant, CO Report 50-302/70-1, has not yet been submitted. It vill be made available when it is received.
i II. Batch Plant The concrete batch plant is a completely automated operation with the control of concrete quality the responsiblity of PTL.
Experimentation with concrete mix design is still going on and appears to be near resolution. It was decided by construction =an-age.nent that since good quality aggregate is a problem in this part of the country, the maximum size stone in all mixes would be limited i
to3/4 inch. Difficulty in finding a more satisfactory source of sand has resulted in concrete which lacks workability. New sources of supply are currently being pursued.

l III. Rebar Testing

yJ The materials testing facility appears to be adequately equipped and staffed. Consideration is being given by the licensee to replac-ing the 400,000 lb testing machine with a higher capacity machine or contracting out the testing of 18 S bars, because the present machine i
is stressed near capacity. This is under study by FPC construction management.
