Dear Mr. Moseley:
We offer the following in response to the apparent Item of Noncompliance noted in the referenced inspection report.
Infraction Contrary to Technical Specification 3.8.1.1. Action statement, sump pugs in the tunnel containing the DC control feeds to the 230 KV switchgear were not tested to demonstrate operability within one hour following the determination that the batteries were inoperable on January 31, 1977.
As the details in the inspection report noted, there was a lack of coordina-tion between Unit #3 and Units #1 and #2 personnel in this incident. It was also agreed that Unit #3 personnel have the responsibility for assuring that Technical Specifications are met.
Upon the finding of this lapse, Crystal River Unit #3 shift supervisors were cautioned regarding their responsibility in the performance of special surveillance when an action statement of Technical Specification is entered.
Since that time this corrective measure seems to have been effective, as no further lapses have been observed.
In order to avoid further Noncompliances, a new Administrative Instruction has been written to delineate responsibility and actions of parties involved in adherence to Technical Specifications requirements. AI-1300 - Crystal River Units 1 & 2 Interface With Crystal River Unit 3, has been written and is in its review cycle. This procedure will be reviewed by the Plant Review Com-mittee and jointly approved by the Units 1 & 2 Plant Manager and the Unit 3 Nuclear Plant Manager.
Tull cogliance will be achieved with the approval of the procedure by 1 July 1977.
