Moseley, Director Docket No. Office of Inspection and Enforcement License #DPR-72 U. S. Nuclear Regulatory Commission Licensee Event Report 77-12 230 Peachtree St., N.W., Suite 818 Atlanta, Georgia 30303
Dear Mr. Moseley:
This report is submitted in accordance with Technical Specification 6.9.1 and Regulatory Guide 1.16, Revision 4, Section 2.a. (4), as a written Fourteen (14) Day Report. While in Mode 5 (Cold Shutdown), during cleanup of the Reactor Coolant System, Boron concentration was diluted by 230 ppm constituting a reacti-vity insertion of 2.6% AK/K. V Because of the Reactor Coolant cleanup operation in progress, special Boron analyses were being performed at intervals of approximately thirty (30) min-utes to identify Boron changes and, during this time period, inverse count rate ratios were continually monitored to assure safe conditions. Shutdown margin was maintained at least 8.51% AK/K, assuming the highest worth con-trol rod withdrawn. Actual shutdown margin (highest worth rod inserted) was greater than 11% AK/K. The cause of this event was improper insertion of mixed bed vice cation resin to demineralizer. Corrective action has been taken as indicated on the Licensee Event Report. There were no adverse conse'quences. Very en21y yours, 1 FLORIDA POWER CORPORATION D _L u W W. P.
