Dear Mr. Moseley:

This report is submitted in accordance with Technical Specification 6.9.1  ; and Regulatory Guide 1.16, Revision 4, Section 2.a. (4), as a written " Fourteen (14) Day Report. While in Mode 5 (Cold Shutdown), during cleanup of the Reactor Coolant System, Boron concentration was diluted by 230 ppm constituting a reacti-vity insertion of 2.6% AK/K. V Because of the Reactor Coolant cleanup operation in progress, special Boron analyses were being performed at intervals of approximately thirty (30) min-utes to identify Boron changes and, during this time period, inverse count rate ratios were continually monitored to assure safe conditions. Shutdown margin was maintained at least 8.51% AK/K, assuming the highest worth con-trol rod withdrawn. Actual shutdown margin (highest worth rod inserted) was greater than 11% AK/K. The cause of this event was improper insertion of mixed bed vice cation resin to demineralizer. ' Corrective action has been taken as indicated on the Licensee Event Report.
