Dear Mr. Moseley:

1 Please find enclosed Licensee Event Report 76-_1 which is submitted pursuant to Technical Specification 6.9.1 of tcense DPR-72.

J. j During control rod programming verification test, Technical Specification 3.3.1.1, Table 3.3-1 (Line 9) was not adhered to in that control rod drive breakers were closed with both intermediate range detectors inoperable.

O Upon discovery, the breakers were tripped open and the test terminated.

V It is determined that this event did not endanger the plant or public health or safety because of the following conditions:

The boron concentration was 1872 parts per mi' lion, which provides a 10.43% Shutdown Margin; The surveillance procedure being performed allowed only one rod at a time to be withdrawn 3%;

The Shutdown Bypass was in service, which limits the maximum overpressure trip to less than 1720 psig;

. e Nuclear Power Trip setpoint was reset to less than 5% re-actor power.

The primary cause of this event was that Operations personnel failed to re-search all available sources for limits and precautions. These personnel have now been cautioned to perform adequate research including a Surveillance Matrix which has been developed to identify surveillance requirements.

The procedure involved has been revised to clarify the Technical Specification requirements.

We believe that these actions will preclude recurrence of events of this nature.
