Dear Mr. Moseley:

This report is submitted in accordance with Technical Specification 5-6.9.1 and Regulatory Guide 1.16, Revision 4, Section 2.a. (67 as a written Fourteen (14) Day Report. Mr. R. C. Lewis, of your office, was notified on 4 February 1977 of this event.

) During plant cooldown in Mode 5 (Cold Shutdown), it was discovered that the low range overpressurization protection circuit 'aad not been armed. It was immediately armed upon discovery.

The cause of this event was that the copy of the procedure in use had not had a temporary change entered, as it should have been, requiring arming of the circuit during cooldown.

Corrective action has been taken in accordance with the enclosed LER.

There were no adverse consequences in that during the applicable period, there were no pressure transients.

Very truly yours, FLORIDI. POWER CORPORATION Q.9. Ddfnh Ig<t  ;
