Three Mile Island Nuclear Station, Unit II (TMI-2)
Operating License No. DPR-73 Docket No. 50-320 Reactor Building Purge In reference to your letter dated February 4,1980, NRC/TMI-80-020, the following response is submitted.
1.
The hydrogen control system filter plenum is designed to withstand
-18 inches W.G. vacuum. Because the purge discharge fan is capable of producing higher negative pressures in the filter plenum than the design point, an interlock to electrically disable the fan is being installed. The actuation setpoint for this interlock is
-15 inches W.G. vacuum.

During the conduct of purge operations, reactor building negative pressure will be controlled by manipulation of AH-V7.
This negative pressure will be controlled between
.1 inch Hg and
.5 inch Hg pressure. The procedural requirement to maintain this negative pressure will ensure that inadvertant releases of the reactor building gases does not occur.
The fensability of adding a check valve to the air inlet line has been investigated. At the small flow rates that are predicted to occur during purge operations, a check valve would not be an effective device for the prevention of reactor building gas outflow..
3.
Significant condensation in the filter plenum is not expected to occur.
However, should any condensation take place within the plenum, the water will be directed to the area floor drain.
The floor drain directs liquid to the auxiliary building sump.
4.
The instruments associated with flow measurement, transmission and recording are listed below.
