OF REGULAIDRY REQUIREMEtCS REVIEW COMITTEE MEETING NO. 74, MAY 16,1978 The Comittee reviewed:

1.
Proposed Revision 1 to Regulatory Guide 1.68.2 " INITIAL STARIUP TEST PROGPAM 'IO DEMONSTRATE REIVIE SHUIDOWN CAPABILITY EVR WATER COOLED NUCLEAR POWER PLANTS" dated Decenter 23, 1977, and recomended approval.
The Comittee reaffirmed for this proposed revision its previous categorization (see Meeting No. 54) of the January 1977 version of this guide as follows:
Category 3 - Backfit required for operating license applications now unaer review.
Category 2 - Further staff consideration of individual cases required in order to determine the need for backfitting for all operating reactors.
2.
Proposed STANDARD RADIOIOGICAL EFFIDEtE TECHNICAL SPECIFICATIONS for ShRs and PWRs dated January _31,1978, and recomended approval subject N
to the following coments:
a.
The model tecnnical specifications should be revised to include guidance in implementing 40 CFR Part 190.
b.
The AIF Task Force and other members of the public should be provided with copies of the proposed technical specifications and comments invited.
c.
All operating reactors should oe assessed against these proposed technical specifications on a schedule to be established by the l
staff.
d.
The proposed technical specifications should be used for operating license reviews beginning with McGuire Unit l scheduled for OL in December 1978.

Woposed Regulatory Guide 1.68.X (RS 709-4) "PREOPERATIONAL TESTING OF INSTIUMENT AND COtifROL AIR SYSTEMS" dated January 19, 1978, and referred it back to the staff for additional considerations concerning the proposed inplementation. The Comittee made specific note of the need

for improvements in the general quality of inpact/value assessments with particular need for clarity and consistency in inplementation recomendations.
5.
Draf t Regulatory Guide 1.56 " MAINTENANCE OF WATER PURITY IN BOILING WATER REAC" ORS", Rev.1, dated January 26, 1978, and recomended approval.
The Comittee characterized this draft guide as Category 3 - Backfit required for plants in operating license review and for operating reactors.
The Comittee emphasized its previous point of inproving the quality of value/ impact and implementation assessments.
Item 2 of the agenda was withdrawn by the originator.
