~ NOVEMBER 12, 1975 The Committee reviewed the follcuing items:
l.
Proposed Regulatory Guide 2.X, REVIEU 0F EXPERIMEllTS FOR RESEARCH REACTORS, WORKIflG PAPER "G", and recomended npproval subject to the following comments:
a.
In Section D, Implementation, an introductory statement or phrase should be included which makes it clear that the implementation section deals only with how -the guide will be used in the staff review of license applications.
Such a statement or phrase should be included in the implementation section of all future guides.
i b.
In Section B, Discussion, it should be made clear that each "should" recomendatien (as well as the "shalls") of the particular AMS stardard referenced in this guide needs to be met in order to be acceptable to the staff.
c.
The last sentence of the proposed Implementation section (which section was distributed at the meeting to replace the one included in the agenda paperwork) should be deleted.
The Comittee characterized this guide as Category 3 - Backfit required.
2.
Regulatory Guide 1.59, DESIGN BASIS FLOODS FOR flUCLEAR POWER PLANTS, REVISION 1, DRAFT 5 and recommended approval with the following comments:
.a. The next revision of this guide should include a review of the conservatism in each element of the combined Pl1F and concurrent wind, with the view of achieving a suitable cr.i balanced level of conservatism in each of the two elements.
