DRAFT SAFETY EVALUATION REPORT SUPPLEiENT f0R TriREE MILE ISt#D, UNIT 2 l

i Plant Name: Three Mile Island Nuclear Station, Unit 2 Docket Number: 50-320 Licensing Stage: OL HSSS Supplier: Babcock & Wilcox Architect Engineer: Burns & Roe Containment Type: Dry Responsible Branch & Project Manager: LWR-2: H. Silver Requested Completion Date: N/A Review Status:

Incomplete The Containment Systems Branch and the Power Systems Branch have reviewed the information provided in Section 53-42 of the FSAR with regard to environmental qualification of safety related equipment needed for a main steam line break (MSLS) inside containment. This has included the identification of equipment needed for an MSLB accident and the actual environmental qualification testing perfonned for this equipment. The applicant has relied on component thermal analyses to justify the entironmental qualification of equipment to temperatures less than those calculated during a postulated MSLB accident. 61though tMr_is acceptable approach, scme additional infomation_is required _and_.an.certain assumptions require sdditional justification. However, on an overall basis,~considering results~of the analysis ~and the relatively high temperatures to which the equipment has been qualified, wc conclude that the Three Mile Island Unit 1 power plant can begin operation.

In our evaluation which is enclosed.we have cited the results of the i

applicant's analysis and our best estimate analysis as the basis for plant licensing. We will require that the applicant provide the additional Contact-P. Baranowsky, CSB 800207OM[

information and justification needed to bring the applicant's documented analysis in confornance with the Interim Evaluation Model which we have developed from our best estimate analysis.

We will be discussing with you the timing of the sutmittal of the additional infonation by the applicant and any plant operating limitations that may be required.
