The Following in submitted in response to your letter dated November 20, 1979, cencerning the above NRC Inspection Report.

INFRACTION Contrary to 10 CFR 50 and the Q. A. Manual, the procedure used to perform piping surveillance, 11N p-1 -10124, " Surveillance p roc edu re for Safety Related Seismic Claus I Systems" was not properly inplemented.

Several dimenslanal discrepaneles between as-built conditions and design drawings were either not documented or improperly document ed on t he marked-up

drawfugs, i:ESPONSI:

In order to assure that plant drawings ref lect accurately the as-built conditions of safety related piping at plant llatch, a re-surveillance of Ilatch Unit I safety related piping will be conducted.

All accessible pi;)ing will be re-inspected by March 1,1980.

A re-c.urveillance of inaccessible piping will be performed during future outages with all inspections to be completed by the end of the next refueling outage on llatch Unit 1.

To assure that accurate measurements are recorded, procedure ifNp-1-10124 will be revised and personnel performing the surveillance will receive training in the use of the revised procedure prior to beginning the re-innpectfon.
