PEER REVIEW 0F SPECIAL INQUIRY We recomr.end that the planned peer review of the progress and results of the Special Inquiry be conducted by the use of a peer review panel or peer review panels that would be brought in at least twice, onm in early July to review the scope and work plans and once later to review the draft final If definite work products are available, the panel could be in-report.
