Subject C/M 2-0267, MU-P-1A/B/C Location Reading CONTROL CIRCUITS Date Pccember 11, 1978 f,r.~ M; SHOVLf?Q, 094 6023 Tu The purpose of this memorandum is to present Generation Engineering's review of C/M 2-0267, modification to MU-P-1A/B/C control logic.
Background
.While revising the make-up pump elementary drawings to make them reflect the "as built" condition, BLR has uncovered unsafe conditions that could have occurred with the present control logic for the make-up pumps. These conditions were:
1.
Upon loss of off-site power, two make-up punps could have started on the same diesel generator i
d 2.
Upon loss of off-site power, the running make-up pumps may not have
(
re-started automatically due to a timing race of relays. In order to correct these conditiens, E&R has initiated ECMS-9132 and E!I-2 has issued C/M 2-0267 to make the necessary r.odifications.
1 Cenclusion Generation Engineering approves C/M 2-0267 to modify the make-up pump MU-P-1A/B/C control logic in accordance with B&R ECMS-9132. The modifi-cations outlined in B&R ECMS-9132 vill correct the unsafe conditions out-
' lined above.
Discussion There have been numerous changes made to the control logic for the make-up pumps at '24I-2.
Ynile revising the electrical elementary drawings for these pumps to ref1cet the "as built" cen:lition, B&R has detemined that it would have been possible to have two make-up pumps starting on the same diesel generator upon loss-of-offsite power.
By installing a pemissive contact, NPlc (NP20) in the control 1cgic for the make-up pump 1B =ain bearing lube oil pump, only one make-up pump vill be alleved to start on a diesel generator during either a loss-of-offsite power or E.S. conditien as stated in the FSAR.
Also, by resetting the "27" time-delay pick-up relays in the make-up pump main bearing lube oil pumps control circuitry to 20 seconds, (+h, -2),
vill ensure the make-up pumps do re-start automatically upon a loss-of-offsite power.

Generation Engineering does not need to review the test results.
Safety Evaluation Generation Engineering has determined thit this change / modification does not constitute a change to a system or component as described in the FSAR.
This change corrects the design to agree with the ISAR and ensure p
the proper operation of the rake-up pumps and diesel generator loading sequence.
