The changes incorporated thus far are those from OSP and are =sinly editorial and format changes. There are no substantive changes in centent from the previous draft.
I have also enclosed a copy of the written comments received on the second draft.
I have made notes in the =argins of the commenting memos and on the draft chapter to indicate the ones to be incorporated ~
in the next (and I hope final) draft.
I would like to have your cc ments on this version by 1.'ednesday, November 5, 1975 (consider also the co==ents to be incorporatec as indicated by my notes). It appears to me at this time that any remaining com:nents will be mainly editorial, and with comments on this drafr, a japcr can be prcpared for c. final Cffice revic.:.
The draf t chapter will then be sent to O&P for final processing and publication.
(The details of that process are contained in NRCM Chapter 0201.)
There are some improvements that can be made in the document, but I believe the chapter now contains the essential elements of a workable system and it should be published as soon as possible.
Improvements can be made after a period of time in the progress of our conting.ency planning, coordination with other agencies, and development of response procedures.
A marked-up copy of the draft, handwrit. ten notes, or a telephone call will suffice for your coc=ents on this version of the chapter.
If you think we need to have a meeting to resolve any comments, please let me know.
