These liets are not meant to be definitive; to the contrary, they ve illustrative purposes only, so that in succeeding drafts we can begin to supply more accurate and cogrehensive lists of the specific design deficiencies, specific regulatory de-ficiencies, etc. that the Report will ha.e to discuss.

Of course, the existence of any such conditions might support a conclusion that stricter requirements should have been in place to prevent the conditions, thus putting such conditions into Section 4.rather than this section.
5.1 Physical deficiencies. The list that follows is not meant to suggest any conclusions, but is illustrative; for the' next draft of this Outline, we need a more accurate list of the items that might fall under this category:
