SUBJECT:

DRAFT REPORT ON MISSISSAUCA TRAIN DERAILMENT AND EVACUATION Attached is the first draft of the report on the Mississauga affair, prepared by Mr. Dennis Amyot of Emergency Planning, Canada.

Mr. Amyot presented copies of this draft to the U.S. team at the time of our visit on December 11-12, 1979. My trip report (Memorandum from L. Crocker to M. Ernst,

Subject:

Trip Report - Mississauga Evacuation, dated December 27, 1979) was based largely on the information contained in Mr. Amyot's draft report.

A formal investigation of the derailment and subsequent evacuation is being conducted by the Canadian Federal Government, the results probably will be published as a White Paper.

Mr. Amyot's report was prepared on the basis of very preliminary information gathered by Mr. Amyot and it should not be considered as official information.

Mr. Amyot gave ccpics to the U.S. team to help us understand the circumstances of the accident.

Since Mr. Amyot's draft report did serve as the basis for a portion of the SIG report, it should be ir.cluded as part of the package of reference material. However, in view of its preliminary and unofficial nature, I do not feel that it should be given wide distribution. Accordingly, I recommend that we include the document as part of the Proprietary SIG files, with the proviso

t. hat it not be released publicly without the approval of our International Programs Office.
