In a letter dated April 3,1975, Governor Shapp indicated to us that I

you have prime responsibility and authority in Pennsylvania for F

radiological emergency response planning.

Under the NRC's Federally assigned " lead agency" role for providing guidance to State and local governments for nuclear incident emergency planning for fixed nuclear facilities, we have recently reviewed the Pennsylvania emergency planning documents.

Other than the "Three !!Lle Island (Nuclear Facility) Annex," which Governor Shapp forwarded with c

his letter, the emergency planning documents which we possess were last reviewed by our office in 1973, and our comments at that time were m'

transmitted by letter dated August 14, 1973, to fis. !!argaret Reilly of the Pennsylvania Division of Reactor Review & Environmental Surveillance.

Apparently no new drafts of Pennsylvania's radiological emergency planning documents in support of fixed nuclear facilities have been developed since j

that time.

We believe that Pennsylvania's draft emergency planning documents represent p,

an excellent start in the development of a comprehensive Radiological Emergency Response Plan.

Ilowever, we believe that certain improvements f

are necessary.

In December 1974, we published a " Guide and Checklist for y

Development and Evaluation of State and Local Government Radiological p

Emergency Response Plans in Support of Fixed Nuclear Facilities" (WASil-1293).

This document describes the essential elements which should be incorporated s

into a State Radiological Emergency Response Plan and provides the basis s.

for our review of State and local government plans. We recommend that s.

l plans, the NRC and other Federal agencies have developed a one-week course g.

conducted in March of this year for personnel from five States, and we have seve ral sessions scheduled later in 1975.

Pennsylvania vill be invited to send representatives to one of these sessions at no cost to the State.

In addition, we have also formed a Federal Interagency Field Training Cadre composed of Headquarters and/or regional representatives from the Nuclear Regulatory Commission (NRC), Environmental Protection Agency (EPA),

Food & Drug Administration / Bureau of Radiological Health (FDA/BRH), Defense 4

Civil Preparedness Agency (DCPA), and Office of Preparedness / General Services Administration (OP/GSA).

Upon request of a State, this Cadre is available to visit the State and aid in the development or improvement of the Radiological Emergency Response Plan. We urge you to take advantage of this offer of assistance.

2 The best way to evaluate the effectiveness of your plan would be to test i

it under simulated accident conditions. Therefore, we would recommend that when the plan has been revised that exercise-scenarios be developed and the plan tested. We will be pleased to furnish any assistance that l

we can in this respect and would, of course, like to observe any exercises.
