Dear Dr. Calsoyas:
Your letter of August 31, 1979 to Senator Kennedy has been forwarded to the Nuclear Regulatory Consnission by Senator Alan Cranston. We have also received your letter of October 12, 1979 to Mr. Harold Denton. Since some of the information you request is common to both of these letters we have prepared this single response.
With regard to your request for copies of the calculations pertaining to the seismic design of the Three Mile Island Nuclear Power Plants, the Midland Nuclear Power Plant and the Rancho Seco Nuclear Power Plant, please be advised that the NRC does not normally receive such documents. A complete package of seismic design documents for a single nuclear power unit consists of many thousands of pages of calculations and engineering drawings. The NRC Staff performs a detailed review of the criteria to be employed in all aspects of seismic design for a nuclear power plant.
Independent verification of calculations employed in the design of safety related plant structures and equipment is required by NRC regulations (Appendix B to Part 100 of Title 10 of the Code of Federal Regulations) as part of the mandatory quality assurance program conducted by the plant owner. Further, the design calculations for all reactor fluid systems in each plant are included in the stress reports required by the design and fabrication code for these systems (Section III of the Boiler &
Pressure Yessel Code published by the American Society of Mechanical Engineers)l/;
review of these calculations by an independent registered professional engineer qualified in nuclear component design is mandatory under the ASME Code.
With regard to your inquiry as to whether the Rancho Seco and Three Mile Island Nuclear Power Plants have been rated for earthquakes by the Insurance Services Office, we advise that you address this question to the Insurance Services Office or to the Sacramento Municipal Utilities District or the Metropolitan Edison Company, owners of the Rancho Seco and Three Mile Island Nuclear Power Plants, respectively.
In response to your request for copies of the insurance contracts now in force for the Rancho Seco Nuclear Power Plant and the Diablo Canyon Nuclear Power Plant, we have enclosed copit:s of the indemnity agreements and nuclear liability insurance policies for these facilities.
