Licensee Questions /NRC Responses Are " receipt acknowledged" procedures to be resubmitted to the NRC (i.e., formulate a list of NRC approved procedures)?

RESPONSE: As required by TS A/B 6.8.2 any procedure (required to be reviewed by NRC) and changes thereto are subject to approval by the NRC. The " receipt acknowledge" concept is an internal administrative.

It summarizes areas where procedures have not been adequate based on NRC comments.)

Precise nomenclature or abbreviation provided in engineering drawings, system descriptions and manufacturers instruction manuals should be used to promote consistent effective connunications.

Slang terminology (ex. EPICORE II) shoul d be avoided within a procedure.

' Procedures submitted for review and approval should contain all data defining normal operation including allowed deviations as well as alarm set points.

Where baseline data must be determined during preoperational testing, it should be noted.

DEPARTURE FROM NORMAL OPERATION For problems which cause the system operation to not meet or not indicate the limits of its normal operating parameters, the entire syst ;n or affected portion must be secured, unless special provisions have been procedurally established.

These special provisions must detail the temporary corrective measures and evaluations which may be taken in order to' maintain system operability.

EVALUAllVE STAlCl1ENTS WhEn an evaluation of results is necessary to determine a subsequent course of action, the necessary observations and criteria for making the evaluation must be included in the procedure rather than phrases like "if necessary" or " call the cognizant supervisor".

G.

INCONSISTANCIES WITHIN PROCEDURE The startup portion of a procedure should be consistent with the appended valve line-up.

If a regulator isolation valve is checked closed in a valve lineup prior to starting, the startup section should address opening the regulator isolation valve.

The shutdown and infrequent operation section should restore the system to a prestart lineup.
