Dear Mr. Wilson:
We have reviewed your letter of December 13,1979 (GQL 1506) which recommended reducing the water level in the Unit 2 BWST to a minimum of 100,000 gallons and subsequently refilling BWST with EPICOR II processed water which has been borated. We concur with your recommendations and we will revise the draft Technical Specifications accordingly.
It should be noted that while the BWST water volume Technical Specification limit will be 100,000 gallons, your implementing procedures should include provisions to account for instrumentation errors and other uncertainties. These provisions should be sufficient to assure that an actual volume of 100,000 gallons will be contained within the BWST at all times.
