REQUEST FOR NRC ASSISTANCE FROM MR. & MRS. HENRY
SUBJECT:
KEENER OF YORK, PENNSYLVANIA I received a call on November 29, 1979 from Beverly Davis of the Governor's Action Center (Area Code 717/783-9220).
She told me that the Keeners were still very unhappy with their situation, and particularly felt that they had not been satisfied by 'a meeting recently held between them and the According to Ms. Davis, the Metropolitan Edison Company.
Company officials accused Mr. Keener of deliberately removing i
his mask, the action that allegedly led to his contamination and internal uptake.
Mr. Keener complained to Ms. Davis that the company spent a lot of time explaining to him how a reactor worked and that was something that Mr. Keener didn' t need, and they talked around all*the questions about his exposure but that never really satisfied him, and that they never finally got around to telling him what the real evaluation of his contamination was.
I don't believe that Public Affairs can any longer ~ contribute anything useful to this dispute between the Keeners and the Nor am I in a position to tell Metropolitan Edison Company.
Ms. Davis whether or not the company did or did not give Mr.
Keener information that would have permitted him to understand the basis of his concerns.
Therefore, I am asking you to pursue this matter if you feel that there should be any further involvement in this situation by NRC Region I.

Location Trailer 21 H. A. Keener Date December 7, 1979 To File The meet 2...g was attended by Mr. and Mrs. Keener and one of their neighbors. Met-Ed/GPU was represented by P. Ruhter and Ira Seybold.
At the out-set I told the Keeners that an NRC representative was available if they wished to speak to him. They declined. The following topics were discussed:
1.
Mrs. Keener asked if I minded having the conversation taped.
I said yes, and further, if she wanted to tape a statement I would need to clear it through Met-Ed/GPU lawyers.
2.
Mrs. Keener asked about the effect on her self and her husband of the dadioactive material in Mr. Keener's body.
P. Ruhter and I explained what isotopes were causing the exposure, the magnitude of the exposure, how the exposure was calculated, what the exposure to Mrs. Keener was likely to be from the radioisotopes in Mr. Keener's body and how these exposures relate to background radiation levels. We also discussed the effects of low levels of radiation.
3.
Mrs. Keener asked how the reactor was damaged in Unit 2.

Ruhter and I explained core damage verses meltdown.
4.
I, again asked the Keener's if they would like to talk with the on site NRC inspector, they said no.
5.
I took the Keener's to the Whole Body Counter. The operator explained the operation of the system to the Keener's.
Mr.
Keener was given another whole body count and I explained the results to Mr. and Mrs. Keener.
6.
I left the Whole Body Counter with Mr. and Mrs. Keener.
I asked them to contact me if they had any further questions.
I asked again if Mr. and Mrs. Keener would like to talk with the NRC.
They said no.
