Inspection 50-289/78-18

This refers to your letter dated February 8,1979, in response to our letter

dated January 29, 1979.

Thank you for informing us of the corrective and preventive actions documented

in your letter.

Your letter indicated that your evaluation incorporated a maximum extremity dose

to whole body dose ratio of 2:1 for work within the steam generators.

The next

to last paragraph of your letter indicated you would obtain measurements during

the February 17, 1979, Unit I refueling outage to further evaluate the ratio.

Our review of the computer output dated September 28, 1979, indicated that

during a badge period of February 1 to 25,1979, one individual received a ratio

of grea m cnan 4.6:1 in extremity dose to whole body dose (specifically 980:210

mrer.) . We understand that this extremity dose was received while within the

'ceam generators.

This information did not substantiate the evaluation given in

,

your letter nor did it support your request to withdraw the item of noncompliance.

However, we observe that you have now taken corrective action and revised your

policies and procedures involving personnel dosimetry so as to prevent any recur-

rence of this item of noncompliance.

Based on a conversation between Mr. I. Seybold of your staff and Mr. Plumlee of

this office, onsite on October 8, 1979, we understand you will send corrected

termination letters to four individuals and review your records to determine if

further corrections are necessary.

This resulted from Mr. Plumlee's observation

that zero extremity doses were indicated on copies of termination letters dated

April 26, 1979, to four of five individuals who had worn extremity dosimeters

within the steam generators.

The indicated zero extremity doses differed from

the current computer printout of their doses.
