For many years the funda-mental facecr in setting electric rates was the " average cost" of producing, transmitting and distributing each unit of power sold, but the concept of "carginal cost"--the cost of produc-j ing additional units of power has also come to be considered. The Federal Pouer Commission looked at some of the facts in the light of Section 205 of the Federal Power Act. Section 205 gives the FrC cuthority to determine the 1cufulness of rates charged by public utilitics for or in connection with the transmission of electric energy in interstate commerce and the sale of such energy at wholesale in interstcto commerce.
