Dear Mr. Moseley:
In response to your letter of April 3, 1975, which transmitted. Inspection and Enforcement Bulletins 75-04 and 75-04a, the following is provided:
The Oconee Nuclear Station is complete and all three reactors are operational.
Only minor construction activities, associated with maintenance and station modifications, are being performed. The design and evaluation of modifica-tions receive the review and approval of several organizations prior to their implementation.
These reviews examine the interaction with the remainder of the station both during installation and subsequent operation.
The scheduling of installation of modifications is so as not to jeopardize station operation or safety of the reactors.
Planning of maintenance action also considers the possible safety consequences of concurrent or sequential interference with the operating units.
It is our policy to defer any modification or mainte-nance which could possibly impact on the safety of operation until a shutdown period.
The existing station has been constructed to minimize the possibility and consequences of a potential fire. The floor and wall penetrations are designed as a fire retardant installation.
The procedures utilized for testing these penetrations do not involve use of ignition sources.
In addition, the existing cabling and piping will not initiate nor propagate a fire.
It is considered that the only credible source of material to start or support combustion are combustible materials which are of a temporary nature.
A review is in progress to determine if areas exist at Oconee Nuclear Station in which a fire could possibly adversely affect the capabilities of struc-tures, systems or components important to safety.
If any such areas are identified, administrative controls will be implemented to limit the amount of these materials such that a potentially harzardous situation will not

If combustibles are present that cannot be eliminated, appropriate fire protection equipment will be provided.
It is expected that this review will be complete by June 16, 1975.
