Combined Inspections 50-289/79-18 and 50-320/79-22

This refers to the inspection conducted by personnel from the IE Resident

Office on July 18 - August 14, 1979 at the Three Mile Island Nuclear Station

Units 1 and 2, Middletown, Pennsylvania, of activities authorized by NRC

License Nos. DPR-50 and DPR-73 and to the discussions of our findings held

by the Chief, IE Resident Office with you and other members of your staff on

August 27, 1979.

Areas examined during this inspection are described in the Office of Inspec-

tion and Enforcement Inspection Report which is enclosed with this letter.

Within these areas, the inspection consisted of selective examinations of

procedures and representative records, interviews and observations by the

inspectors. NRC personnel provided 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day inspection coverage on

site during this period.

NRC concerns identified during this inspection were relayed to management per-

sonnel in your organization when those concerns were identified.

Corrective

actions were considered to be adequate for the time period available to respond

to those concerns.

Your corrective actions will be evaluated to determine if

enforcement action is necessary.

Further details on the items involved are

contained in the enclosed inspection report.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the enclosed

inspection report will be placed in the NRC's Public Document Room.

If

this report contains any information that you (or your contractor) believe to

be proprietary, it is necessary that you make a written application within

20 days to this office to withhold such information from public disclosure.

Any such application must be accompanied by an affidavit executed by the owner

of the information, which identifies the document or part sought to be with-

held, and which contains a statement of reasons which addresses with specific-

ity the items which will be considered by the Commission as listed in subpara-

graph (b) (4) of Section 2.790.
