NRC STAFF COMMENTS ON DESIGN CRITERIA FOR EVAPORATOR SOLIDIFICATION FACILITY Section 4.0.

Item 4.1-4.

Since the solidification system has not been designed nor purchased, why limit the system to only the use of 55 gal drums.

Section 5.0 Item 5.1.1 and 5.1.2.

What is the basis for the design basis activity level of 500 uCi/cc for decon liquids and the reactor building sump.

In addition, provide the basis for the primary coolant activity level of 300 uCi/cc.

Section 5.5.1.

The dose ratio of 5.0 mr/hr for low occupancy areas and 2.0 mr/hr for high occupancy areas are unacceptable. For areas of high occupancy, the maximum dose rate shall not exceed 0.5 mr/hr. For low occupancy areas, the maximum dose rate shall not exceed 2.0 mr/hr.

Section 6.2.

The following regulations should be added to the list of Federal Regulations.

Under item 6.2.2.12 include ETSB-BTP 11-3.

Provide justification for not designing the facility for aircraf t impact.

Item 6.9.

Specify that the foundation, sumps and walls will be designed to the seismic criteria of Regulatory Guide 1.143, up to a height sufficient to contain the maximum liquid inventory expected to Be in the building (Sec R.G.

1.143, item C.l.l.3).

Section 7.7.

Itan 7. 6.1.

Delete the phrase "and involved political Bodies".

This is not part of the design criteria.

Item 7.6.2.

Since the solidificatici. system has not been selected, why limit the system to 55 gal drums.

Item 7.6.4.

Why are the 55 gal drums being constructed out of 304 stainless steel. In addition, describe the storage space that will be provided for 55 gal drums in terms of number of drums that can be accommodated.

Section 7.12.

Item 7.12.2.

See previous comments on acceptable close ratio for routine occupancy.

Section 7.13.

Item 7.13.4.

Justify the use of charcoal filters.

Section 8.0.

Item 8.2.

Delete the phrase "and involved political bodies". This is not part of the design criteria.
