Oyster Creek Nuclear Generating Station Docket No. 50-219 Fire Protection - Change to Fire Protection Plan and Schedule In accordance with Jersey Central Power 6 Light's Operating License No.

DPR-16 paragraph 3.E, this report is to inform you of a change in our commitment to install thermally actuated, self-closing valves in the fuel oil lines to the emergency diesel generators.

We are also notifying you of a change in our schedule for completion of the sprinkler and hose station system installations.

Further investigation of the fuel oil line to the emergency diesel generators has revealed that the installation of thermally actuated, self-closing valves in this line, as indicated in Table 3.1 Item 3.1.15 of the NRC Safety Evaluation of the Oyster Creek Fire Protection Program, will adversely affect diesel generator reliability and introduce the possibility of a singic failure event that could incapacitate both diesel generators.

As an alternative, current plans are to install a separate fuel oil supply line to Diesel Generator No. 2.

This new line will be separated from the existing fuel oil supply line to Diesel Generator No. 1 by three hour fire resistant barriers in such a manner as to assure that a fire in either Diesel Generator Room will not affect the fuel oil supply line to the Diesel Generator not involved in the fire.

In the avent of such a fire, manual isolation of the affected fuel oil supply line will be possible external to the fire area.

The aforementioned NRC Safety Evaluation Report also indicates, Table 3.1 Items 3.1.7 G 3.1.9, that proposed sprinkler systems and hose station installations will be completed by June, 1979.

Due to unforeseen circumstances these systems may not be complete by the indicated date.

Being a Public Utility, JCPSL obtains services from vendors through a ccmpetitive bidding process in order to assure that services are obtained

. as economically as possible in the interest of our consumers.

In obtain-ing a vendor for the proposed sprinkler and hose station installations, it became necessary to ask the interested sappliers to submit additional information in order to permit a responsible evaluation of their bids.

At the present time a vendor has been selected and is proceeding with the modifications; however, due to the time lost in the bidding process, these modifications may require more time than allowed by the June, 1979 date.

In conclusion, the diesel fuel supply line modification is scheduled to be completed by the end of the 1979 refueling outage period. The sprinkler and hose station installations will be completed by September 15, 1979.
