Dear Mr. Denton:
North Anna Unit 1 Control Room Design Modifications We have reviewed your letter of April 11, 1980, concerning short term corrective actions for the North Anna Unit I control room design.
Le attachment provides a detailed schedule for completion of the proposed modifications to Unit 1, which are identified by item nambers designated in the Essex Corporation letter dated March 27, 1980, entitled " Findings of the Evaluation of North Anns Unit 2".
In addition to the attached schedule for implementation of the proposed control room modifications, you requested procedures for notifying the Unit 1 operators of the short term corrective actions which we believe could affect continued safe operation of the Unit.
In response to the staff's concern, we are committed to an effective and comprehensive training effort designed to familiarize the operators with each control room change.
'Ihis is to be accomplished by the following process:
1.
Af ter completion of the Design Change Package (or E&DCR), it is forwarded to the station training staff for review.
2.
'Ihe training staff will prepare a package of training materials based on their review, and will forward it to Operations.
3.
Senior operations personnel will utilize the training materials to conduct on-shif t training sessions for all operators.
This training will occur prior to actual implementation of the modifications and will insure that all operators are familiar with the proposed changes.

Operations and training will monitor the effectiveness of the training effort to insure that all operators understand the changes as they are implemented.
Additional emphasis on specific items will be administered as deemed appropriate and necessary.

ATTACHMENT NORTH ANNA UNIT 1 CONTROL ROOM DESIGN MODIFICATIONS The following items are numbered consistent with the March 27, 1980, Essex Corporation letter entitled " Findings of the Evaluation of North Anna Unit 2" and identify proposed modifications to the North Anna Unit 1 Control Room.
The schedule for implementing these modifications on Unit 1 is indicated after each item.
I.
Unit 1 Implementation Schedule for those items which were required to be completed on Unit 2 Prior to Unit 2 Criticality.
A.
Items 1, 2 and 15 concern labeling, demarcation and lay-out of the control board.
S'chedule: We currently plan to make meter and switch changes during an outage in May (1980). Demar-cation and painting will be accomplished to the extent, possible during this outage, but in any event prior to Unit 2 exceeding 5% power.
B.
Item 3 concerns prioritization of the annunciator panels by color codes.
Schedule: We currently plan to complete this item by June 1,
1980, but in any case, not later than Unit 2 exceeding 5% power.
C.
Item 5 concerns administrative controls for insuring Safety Injection status.
Schedule: Complete D.
Item 14 concerns general maintenance of the control room.
Schedule: Complete (This is an ongoing commitment.)
E.
Item 18 deals with limiting control room access.
Schedule: Complete F.
Item 19 concerns the adequacy of control room emergency lighting.
Schedule: We currently plan to complete this item by June 1,
1980, but in any case, not later than Unit 2 exceeding 5% power.
II.
Unit 1 Implementation Schedule for those items which were

required to be Completed on Unit 2 Prior to Unit 2 exceeding l
5% power.
A.
Item 4 concerns control room noise problems.
Schedule: Modifications for Unit 2 will be complete by June 1, 1980, and will substantially reduce the
Unit I control room noise level. Work on Unit 1 to achieve additional marginal noise reduction will continue as resources permit.
B.
Item 6 concerns operator accessibility to Core Cooling Monitor cabinets.
Schedule: It is currently planned to accomplish this change during the May outage, but not later that Unit 2 exceeding 5% power.
C.
Item 7 concerns strip chart recorder deficiencies.
Schedule: A study will be performed to determine what, if any, changes are necessary. If deemed necessary any changes will be accomplished during the next refueling outage.
D.
Item 8 deals with provisions for testing indicator lamps in safety related indicators.
Schedule: Appropriate changes will be implemented during the next Unit I refueling outage.
E.
Item 9 concerns a review of selected abnormal and all emergency procedures and conduct of a walk-through.
Schedule: The Unit 2 effort is sufficient to satisfy this requirement for Unit I since the Unit 1 proce-dures are essentially identical to the Unit 2 procedures under review.
This will be accom-plished prior to Unit 2 exceeding 5% power.
F.
Item 10 deals with violations of design conventions for switch directions and color coding.
Schedule: Safety related items on Unit I will be modified concurrent with Unit 2 changes prior to Unit 2 exceeding 5% power.
Non-safety related items will be modified by the end of the next refuel-ing outage.
G.
Item 11 concerns deficiencies in the plant computer and establishment of an alarm setpoint change log.
Schedule: To be implemented on both Units prior to Unit 2 exceeding 5% power.
H.
Item 12 deals with correction of the Hagan controllers so that switch direction will follow parameter change.
Schedule: We currently plan to complete this item during the May, 1980, outage, but in any case, not later than Unit 2 exceeding 5% power.
I.
Item 16 concerns the provision of air packs and PC's for all operators in control room.
Schedule: A review of methods to facilitate communica-tions when wearing breathing apparatus (self contained breathing apparatus) will be con-ducted prior to Unit 2 exceeding 5% power.
Within the limitations of equipment availabi-lity, communicating assisting apparatus will be made available as soon as is reasonable after the review is completed.
The number of air packs in the control room will be studied and a sufficient number will be maintained in the control room.
The air packs will be in place prior to Unit 2 exceeding 5% power. Operators are trained in the use of air packs and are re-trained on an annual basis. Protective clothing is available to all personnel in the clean change room area which is located only a short distance from the control room.
It is not felt that protective clothing is needed or required in the control room.
J.
Item 17 concerns the installation of guards for all J-handle switches.
i Schedule: We currently plan to complete this item during May, 1980, outage, but in any case not later than Unit 2 exceeding 5% power.
K.
Item 20 concerns control room staffing during emergencies.
Schedule: Staffing is adequate for the completion of all Emergency Procedures.
The portions of the EP's which require additional operators are the long term portions of the procedure. Upon initiation of a Reactor trip, the word is passed on the i
public address system " Reactor trip on Unit _"
this alerts operators in the station not in-volved in a task to come to the control room at which time there would be additional oper-ators available for the control room operator to direct the activities away from the imme-diate location of the control room operator.
In addition, Technical Specification 6.2.2.c requires that at least two licensed operators i
be present in the control room during reactor startup, scheduled reactor shutdown, and during recovery from reactor trips.
l This item will be -complete prior to Unit 2 exceeding 5% power.
