Dear Mr. Ippolito:

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby i requests revisions to the Technical Specifications for its Brunswick Steam Electric Plant (BSEP), Unit No. 2.. These revisions are necessary to begin Cycle 4 operation. Changes to the Technical Specifications are indicated by vertical lines in the right-hand margins of the affected pages which are attached. i Forty (40) copies of General Electric's (GE) report NED0-24235, Revision 1, " Supplemental Reload Licensing Submittal for BSEP Unit 2 Reload 3,"

are attached to this letter. This GE report does not include credit for the end-of-cycle Recirculation Pump Trip (EOC-RPT) feature. This non-RPT analysis is used to generate fallback operating MCPR limits to be implemented if the EOC-RPT system becomes inoperable during Cycle 4.

The attached proposed EOC-RPT technical specifications are the result of our review of Standard Technical Specifications which were provided to CP&L informally by your staff. Pages 3/4 2-10 and 3/4 2-10a attached to this letter supersede page 3/4 2-10 which is attached to our February 20, 1980 submittal.

All other tech. spec. pages (i.e., those submitted herewith and those submitted with our February 20, 1980 letter) remain applicable for BSEP-2 Cycle 4.

Brunswick Unit No. 2 is scheduled for start-up on May 10, 1980. Due to scheduled overlapping refueling outages on the two Brunswick units in Spring, 1980, it is extremely important that the staff review of BSEP's outage-related technical iss tes be completed and that the appropriate license amendment (s) be issued in time to allow return to power in accordance with the above schedule.
