Dear Mr. Keppler:
f In accordance with Reference 1, this is to inform you of abnormal degradation discovered in the primary reactor containment during periodic Type B and C surveillance leakage rate testing while in a shutdown condition.
As a result of conducting periodic Type B leak tests on electrical penetrations, the leak flow rates determined from electrical pene-tration unit Nos.
3, 4 and 5 exceeded the permissible leak flow rates as defined in Technical Specifications (Reference 2).
The test leakage rates were determined to be 0.589 SCFH on Unit No. 3, 12.377. SCFH on Unit-No. 4, and 0.589 SCFH on Unit No. 5.
l The Acceptance' Criteria is 0.375 SCFH.*
I The tests were performed on April 9, 1980.
Prompt notification of test results to Mr. Ken Baker of the U.
S. Nuclear Regulatory Commission, Region III, was accomplished at 1100 on April 10, 1980, i
