SUBJECT:
SUMMARY
OF MARCH 6, 1980 MEETING TO DISCUSS MATTERS RELATED TO COLD SHUTDOWN OF NORTH ANNA, UNIT 2 We met with representatives of the Virginia Electric and Power Company and Westinghouse Corporation on March 6, 1980 in Bethesda, Maryland to discuss matters related to the cold shutdown (RSB 5-1) of Unit 2.
A list of attendees is presented in the Enclosure.
Significant points discussed during the meeting are as follows:
1.
We advised the applicant that staff questions concerning cold shutdown (RSB 5-1) for North Anna, Unit 2 would be essentially the same as those sent to Sequoyah.
In this regard we indicated our requirements for (1) steam generator dump valve operators, air and power supplies (2) achieving RHR cut in point within 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br />, (3) depressurization of the reactor coolant system with only safety grade systems assuming single failure and loss of offsite power, (4) boration with only safety grade equipment, (5) natural circulation testing, (6) cooldown procedures using natural circulation and, (7) auxiliary feedwater requirements for cold shutdown.

The applicant made a presentation on how North Anna, Unit 2 could achieve cold shutdown in accordance with our requirements. They also indicated that they will document in the very near future the necessary information relative to cold shutdown.
3.
On the basis of the applicant's presentation, we expect that we will be able, subject to confirmatory documentation, to prepare a safety evaluation regarding this matter which will permit the issuance of a full power license.
