NOTICE OF DEVIATION Based on the results of an NRC inspectien conducted on January 2-4, 1980, it appears that certain of your activities were not conducted in accordance with NRC requirements as indicated below:
A.
Criterion 1.0 of Appendix B to 10 CFR 50 states in part, ".
. The authority and d-ties of persons and organizations performing activities affecting the safety-related functions of structures, systems, and com-ponents shall be clearly established and delineated in writing.
Contrary to Criterion 1.0 of Appendix B, Revision 6 of the Quality Control Manual dated November 15, 1979, does not delineate in writing the authority and duties of management personnel whose activities affect quality, example: Managers of Operations, Manufacturing, Engineering, Purchasing departments.
B.
Paragraph 5.3, " Storage," of ANSI Standard N45.2.9 states in part,
" Prior to storage of records in a quality assurance file, a written storage procedure shall be prepared and a custodian shall be desig-nated with the responsibility to enforce the procedure.
This pro-cedure shall include the following as a minimum:
(1) A description of the storage area.
(2) The filing system to be used.
(3) A method of verifying that the records received are in agreement with the transmitted document and that the records are in good Condition.
Paragraph 5.6 " Facility," of ANSI Standard N45.2.9 states in part,
" Permanent and temporary record storage facilities shall be so con-structed or located as to protect contents from possible destruc-tion.
A satisfactory alternative to the establishing of a record storage facility is maintenance of duplicate records stored in a separate remote location.
Where a single record storage facility is maintained, at least the following features should be considered in its construction... structure, doors, frames and hardware should be Class A fire-rated with a recommended four hour minimum rating.
Contrary to your contract (customer P.O. No. CP-0494) commitment to ANSI Standard N45.2.9:
(a) No single record storage facility is maintained nor is a complete set of duplicate records maintained.

2 (b) Procedures for filing, storage and retention of QA records for contracts for nuclear safety related products have not been compiled and implemented.
