Enclosed is our response to J. Philip'Stohr's February 1, 1980, letter, RII:DMM 50-259/79-44, 50-260/79-44, and 50-296/79-44, concecning activities at Browns Ferry Nuclear Plant which appeared to be in noncompliance with NRC requirements.

We have reviewed the above inspection report and find no proprietary information in it.

.y ENCLOSURE RESPONSE TO J. P. STOHR'S LETTER DATED FEBRUARY 1, 1980,

REFERENCE:

RII:DMM 50-259/79-44, 50-260/79-44, 50-296/79-44 The referenced letter set forth a certain activity under our license which appeared to be in noncompliance with NRC requirements. The following is that item and our response.

Deficiency As required by Technical Specification 6.3.A.6, detailed writtep procedures for surveillance and testing shall be prepared, approved and adhered to.

The BFNP Radiochemistry Manual, Section 500, requires an annual check of activity and efficiency factors for the Ge(Li) systems.

Contrary to the above, no efficiency and activity checks were made during the period from February 1977 to December 1979.

This is a deficiency.

j Corrective Steps Taken and Results Achieved The required efficiency and activity checks were completed.

The results were in agreement with confirmatory measurements.

Corrective Steps Taken to Avoid Further Noncompliance A cognizant engineer has been assigned the overall responsibility of ensuring the QC requirements of the counting equipment are met.

Date Full Compliance Achieved The efficiency and activity factor verification was completed on February 15, 1980.

Additionally, the analytical results of confirmatory measurement samples, consisting of one sample of liquid floor drain storage tank and one sample of waste sample tank requested by Dr. Montgomery during the exit meeting at Browns Ferry Nuclear Plant on December 20, 1979, are attached.
