Request for Issuance of Dismantling Order and Termination of License TR-3, Docket No. 50-30 In accordance with Section 50.82,10 CFR 50, the National Aeronautics and Space Administration (NASA) requests the issuance of a dismantling order and, subsequent to dismantlement and a final radiation survey of site environs, a termination of USNRC license for the 60MW(th) Plum Brook Reac-tor (PBR) which is part of the Plum Brook Reactor Facility located at the NASA Plum Brook Station, Sandusky, Ohio.

To support this request we are enclosing four (4) copies of the Disman-tling Plan, Plum Brook Reactor and four (4) copies of the Environmental Repo rt, Plum Brook Reactor Dismantling pursuant to instructions received in telephone conversation on February 26, 1980 with your Mr. Peter Erickson.

We understand that one copy of each will be forwarded to Inspection and Enforcement Office, Region III, USNRC.

Alea enclosed for your information are two (2) copies of our letter and attachments to Division of Fuel Cycle and Material Safety requesting revi-sion to Byproduct Material License No. 34-06706-03 in support of this request to decontaminate and dismantle the Plum Brook Reactor Facility.

Under separate cover, we are requesting a concurrent dismantling order and termination of license for the Plum Brook Reactor Facility's 100KW(th)

Mock-Up Reactor, License R-93, Docket 50-185. Since both reactors are colocated at the site and an integral part of the Plum Brook Reactor Facility, both dismantling operations will be carried out simultaneously.

Pursuant to Mr. Erickson's instructions, a separate Tismantling Plan and Environmental Report has been prepared and is ind u/ed in the request fo r the Mock-Up Reactor dismantling order and termination of license.

Your attention is invited to the enclosed Project Milestone Schedule.

It is our intent to engage the services of a qualified contractor to perform all field activities with NASA management, control, and monitoring of the project provided by this Reactor Decommissioning Project Of fice.

planned to initiate a competitive procurement process by issuing a Request for Proposal (RFP) in October 1980. It is highly desirable to receive a 8003250 g

2 USNRC dismantling order by the end of August 1980 such that all contractor requirements, including those which might be specified by USNRC, can be included in the RFP.

We, therefore, solicit your prompt attention to this request in order to meet this August milestone.

Both the Plum Brook Reactor and Mock-Up Reactor have been in Standby-posses-sion only (protective safe storage) status since 1973 with conditions as spec-ified by license TR-3 and supporting technical specifications. We intend to continue under these license conditions until such time as the dismantling order is received and project and contractor personnel are mobilized and on-site ready to commence the dismantlement. You will note from our Project Milestone Schedule we anticipate this to occur in May-June 1981.

NASA is confident that this dismantling project can be carried out safely and effectively and, having determined a lack of further need for this nuclear facility, is in the best interest of all parties.
