Dear Mr. DeYoung:

Clinton Power Station Units 1 & 2 Docket Nos. 50-461 and 50-462 Construction Permits No. CPPR-137 & CPPR-138 On December 1, 1979, Illinois Power Company tendered the operating license application for the Clinton Power Station (CPS) for NRC Staff acceptance review, in accordance with 10CFR2.101(a) .

Included in the transmittal were the required copies of the CPS Environmental Report - Operating License Stage (ER-OLS).

In a telephone discussion with Mr. Donald E. Sells , NRC Chief of Environmental Branch 2, on February 28 we expressed our desire for NRC authorization for some proposed changes to the en-vironmental pre-operational monitoring program which was approved during the construction permit stage. This letter is to confirm that telephone communication and to formally request an early NRC ,

review and approval to use the revised pre-operational monitoring

program as presented in Chapter 6 of the CPS-ER(OLS).

The desired changes to the monitoring program and the accompany-ing rationale are specifically provided in Section 6.1.6 of the CPS-ER(OLS). The proposed changes are made as a result of the field experience gained during the monitoring program that has been con-ducted since Lake Clinton was formed. For ease of reference, Sub-section 6.1.6.8 of the CPS-ER(OLS). presents a summary of the entire pre-operational monitoring program to be conducted upon NRC approval.

We sincerely hope that NRC review can be expedited to achieve I approval by the end of April so that we may make the necessary con- ]

tractual arrangements with our environmental consultant. Our con-tract for terrestrial monitoring is handled on a yearly basis and runs from May through the following April. Approval of the aquatic monitoring (covered in Subsections 6.1.6.1 through 6.1.6.6 of CPS-ER (OLS) would allow us to implement the program changes prior to em-barking on a new quarterly sampling effort. DeYoung March 13, 1980 conducting duplicate sampling, i.e. , at those locations specified in the Clinton Final Environmental Statement as well as those locations proposed in the ER(OLS). This is both time-consuming and costly, and thus we kindly request an early response on our proposed changes to the pre-operational monitoring program.
