Dear Mr. O'Reilly:

We offer the following response to the apparent Item of Noncompliance in the referenced inspection report.

NOTICE OF VIOLATION As required by Technical Specification 4.3.3.2.b, the incore detector system shall be demonstrated operable at least once per 18 months by performance of a Channel Calibration which does not include the neutron detectors.

Contrary to the above, the incore neutron detectors, last calibrated in September 1977, were not calibrated by July 1979; the latest date permitted by Technical Specification 4.0.2.a.

The calibration was not completed until January 14, 1980.

Response: The immediate corrective action taken was to perform the Incore Neutron Detector System Calibration Surveillance Procedure, SP-140.

Those personnel responsible for the implementation of the required surveillance interval have been counselled as to the severity of missed surveillance pro-cedures and Procedure SP-140 has been revised to ensure the required surveil-lance interval is specified to be performed at a minimum every eighteen (18) months.

An impending organizational change for the new position of Surveillance Program Specialist, whose responsibility will include the tracking and scheduling of Surveillance Procedures performed and to be performed, will be effected.

In the interim, a contracted person has been assigned these responsibilities.

Full compliance has been achieved.
