Dear Sir:

In a letter dated January 11, 1980, you transmitted Inspection Report No.

50-293/79-20 identifying one of our activities which had not been conducted in full compliance with NRC requirenents. Pursuant to Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations, we hereby submit our response to this apparent item of noncompliance as an enclosure to this letter.

RESPONSE TO IE INSPECTION 79-20 ITEM OF NONCOMPLIANCE Deficiency Technical Specification 6.9.B.2.b states that a thirty day report be submitted to the NRC whenever conditions lead to operation in a degraded mode permitted by a limiting condition for Operation.

Technical Specification 6.9.B.2.e states that a thirty day report be submitted to the NRC for any changes in corporate or station organization as described in Section 6.2.

Technical Specification Appendix B, Section 1. A, B states that the NRC shall be notified within 30 days whenever the temperature rise of condenser cooling water between the intake structure and the discharge to the bay exceeds 32 F.

Contrary to the above the following occurrences were not reported to the NRC:

- On July 10, 1979 and August 7, 1979 the temperature rise of condenser cooling water between the intake structure and the discharge to the bay exceeded 320F,

- On August 7,1979 the shutdown transformer failed, placing the plant in a degraded mode permitted by Technical Specification 3.9.B.1.

- On July 5, 1979 the HPCI Room smoke detector failed, placing the plant in a degraded mode permitted by Technical Specification 3.12.A.

- In August, 1979 the station implemented an organizational change which created the position of Assistant Station Manager.

Response

This determination has been reviewed by station personnel responsible for re-viewing potentially reportable events, and will be adhered to in the future.

Licensee Event Report 79-046/03L-0, which denoted the organizational change, was issued on December 14, 1979 and we are in the process of issuing reports on the remaining three events.

A review of our 1979 Failure and Malfunction Reports will be conducted to ensure there are no similar events.

If similar events are identified, a report will be issued.

Full compliance will be achieved by March 15, 1980.
