NRC STAFF RESPONSE TO TEXPIRG'S SECOND SET OF INTERR0GATORIES AND REQUEST FOR PRODUCTION OF DOCUMENTS TO THE NRC STAFF 1.
NUREG/CR1270 (Human Factors Evaluation of Control Room Design and Operator Performance at TMI, Vol.1) states at p. 26:
"A memo written by M.I. Cotton on 6 November 1979 concerning the NRC Report NUREG 0600 ' Investigation into the March 28, 1979 TMI Accident by Office of Inspection and Enforcement.
' states correctly that if an operator action is incorrect as a result of how information is supplied to him during an emergency, then the operator should not be at fault."
Produce that memo for TexPIRG.
