Dear Mr. Herbein:
In your letter of April 8,1976, you committed to verifying core flow rate within three months following refueling and every six months f. 30 days thereafter. The purpose of these measurements was to ensure that the core flow rate at 100% power remained above 106.5% of the design flow rate so that the analysis resulting in the power / flow trip and/or overpressure trip setpoints remained conservative. Your letter of September 26, 1978 presented the results of the nine flow measurements which had then been made in response to your connitment. Because each of the measurements indicated a flow which exceeded the criterion value by 3.0 to 4.6% (109.5 to 111.1% of design flow) you proposed to change the frequency of the flow verification tests to once per cycle, within 90 days of resumption of power operation following refueling.
You also requested our approval of this proposed change.
This is to advise you that inasmuch as the flow measurement results you have reported indic;te general consistency over the measurement period and do not exhibit any evidence of a degradation of flow rate, we find that the proposed reduction in frequency of flow verification acceptable.
