Dear Mr. Herbein:

By letter dated October 16, 1978 we asked certain questions concerning the har.dling of heavy loads within the Fuel Handling Building at Three Mile Island Nuclear Station, Unit No.1 (TMI-1). You responded to these qua tions by letter dated December 1, 1978.

In reviewing your response to Question 2, we find that it is not fully responsive to the question as stated. Basically we asked that you either provide a conservative analysis demonstrating the acceptability of unrestricted movement of loads between 3,000 lbs. and 15 tons, or that you define a restricted envelope for handling such loads and provide an analysis demon-strating the acceptability of movement of such loads within that envelope. We also asked that you submit a request for amendment of the TMI-l Technical Specifications (TS) if necessary to support yoer responses.

Notwithstanding the above, your response to Question 2 states, in part:

"The only area where an impact would damage circuits of two colors at once would be east and north of the tracks. As stated previously, no objects are put in this area whose weight, shape or lift height would violate the safety criteria, and this area must be clear since it is a walkway,... "

Your response also concludes that based on the infonnation presented, no amend-ment to your TS Change Request No. 38 is necessary.

Our review of your response leads to the opposite conclusion:

inasmuch as you have defined a special area (north and east of the tracks) where 1 cads or load heights must be limited to preclude violation of safety criteria, we believe that such limits should be supported by analysis and should be clearly defined in the facilit/ TS. Related to this matter, we note that your TS Change Request No. 38, proposed to delete reference to FSAR Figure 9-18A (which defined the interlocked area of crane operation) without croposing a substitute figure, t

Herbein Accordingly, it is requested that you supplement your response to Question 2 contained in our letter of October 16, 1978, as necessary to meet our concerns as noted above, and that your request amendment of the TMI-l TS to define area limits for loads between 3,000 lbs. and 15 tons and for loads greater than 15 tons.

It is requested that the above information and request for amendment of the TS be submitted within 90 days of receipt of this letter.
