Dear Mr. Crews:

Your letter of January 29, 1973 referred to the inspection conducted by Mr. L. Miller and Mr. H. Canter on January 9-11, 1979, of activities authorized by NRC License No. R-73 at the Nuclear Engineering Labora-tories, University of Washington.

An enclosure with your letter con-tained a Notice of Violation of Technical. Specification VIII G.3 re-quiring that "an intensive in-depth review of facility operations shall be made at least annually by a representative of the Reactor Facilities Advisory Committee, usually the Radiological Safety Officer."

In accordance with 10CFR 2.201 the follo.eing statements are submitted in response to your letter:

The corrective steps entailed informing all parties concerned:

Professor William S. Chalk, Director of Nuclear Engineering Laboratories; Reactor Facilities Safety Advisory Committee Chairman, Dr. Kermit Garlid; Dr. A. L. Babb, Chairman of the Nuclear Engineering Department; The Radiological Safety Officer, Mr. Michael O'Brien, and Mr. Walt Thomas who is O'Brien's delegated representative for conducting the Safety Committee's annual in-depth review. To insure compliance with Technical Specification VIII G.3 the Director of the Nuclear Engineering Laboratories will send a request for the annual review to the Reactor Facili-ty Safety Advisory Committee at the beginning of the year when the annual routine report (as required by Technical Specification VIII 'K.3)is prepared by the reactor personnel.

A memorandum requesting the annual review will be sent to the Reactor Facilities Safety Advisory Committee by February 28, 1979 and hereafter during the month of January by the Director of Nuclear Engineering Laboratories.
