W.G. Counsil letter to B.H. Grier, dated June 15,1978 ( AEC-MP3-171).
Please refer to our letter dated June 15,1978, AEC-MP3-171, in which we stated that we had inspected 50 Category I pipe spools of TUBEC0 and would report again when our inspection effort on 100 spools was complete.
The inspection of 100 QA Category I pipe spools of TUBEC0 has now been completed.
The results of this inspection indicate that TUBECO has properly-implemented its QA Category I program.
During this period, however, TUBECO itself, identified to our agent an occurrence of improper material usage.
As a result of this, and in order to provide additional assurance of code compliance, the inspection hold point on the pipe cutting operation is being retained on ASME III work.
In addition, documentation for ASME III piping and spools is being reviewed prior to releasing hardware for shipment in accordance with our agent's standard pro ram, N hckh et cou.tcTeet oo-T mo rev.ta coupua

We believe these measures, in conjunction with continued periodic audits of TUBEC0's QA program, provide adequate assurance of TUBECO's quality performance; and we consider the above-referenced-Deficiency Report satisfactorily resolved.
Very truly yours, NORTHEAST NUCLEAR ENERGY COMPANY
