Dear Mr. Mattimoe:

By letter dated December 12, 1978, you described an alternative modification you would like to implement as a substitute for one of the modifications described in the Fire Protection Safety Evaluation Report (SER) for the Rancho Seco Nuclear Generating Station, dated February 28, 1978. The present modification is defined in Section 3.1.34(2) of the SER as follows:

" Replace the small oil filled transforiner adjacent to the emergency air lock with a dry type transformer."

This modification is further described in Section 5.17.6 of the SER as follows:

"(2) replace the small oil-filled transformer exposing the nuclear service cooling water pumps with a dry-type transformer. "

It is noted that you proposed this modification to respond to the staff's concern that oil leakage from this oil-filled transfomer might flow down a slight local grade to the location of the safety related nuclear service cooling water pumps and thereby pose a fire hazard.

Sacramento Municipal Utility District Prior to implementing this modification, you note that you identified an alternative nodification which you believed would satisfactorily address the staff's concern and thereby provide an equivalent level of protection.

This alternative was to retain the oil-filled trans-former, but to relocate it completely out of the fenced yard area, specifically about 250 feet east of its present location.

We have reviewed the plant arrangement and find that the proposed new location is sufficiently distant from any safety related equip-ment that fire damage to such equipment as a result of oil leakage from this snall transformer is not credible. Accordingly, because this alternate modification does not change the bases or conclusions regarding this matter as stated in the SER, nor affect the ability of the revised modification to conform to the guidance set forth in Section 2 of the SER, we find this proposed deviation acceptable.
