Gentlemen:
This letter is to confinn the ' agreements reached between Mr. W. C. Jones, Manager of Production Operations, and other members of your staff, and Messrs C. A. Hackney of NRC Region IV and D. M. Rohrer of NRC Division of Emergency Prepamdness and other members of the Nuclear Regulatory Commission staff on December 16, 1981, during the management exit interview following the HRC Emergency Preparedness Appraisal of Fort Calhoun Station.
We understand that you intend to take corrective action for the significant appraisal findings as stated in the following:
1.
Onsite Emergency Organization Augmentation a.
Required Action i
The licensee shall conduct an' evaluation of existing augmentation i
procedures to detamine, for each of the major emergency functional duties listed in Table B-1 of NUREG-0654 (Revision 1, Movember 1980),
the extent to which the augmentation times confom to the staff guidelines of 30 and 60 minutes. The evaluation should provide for a realistic assessment of the times when each position would have been filled under energency conditions.
b.
Agreed Upon Date for Completion The licensee shall perform an evaluation to determine shift aug-mentation according to Table B-1 of NUREG-0654. Revision 1, and submit the results to the NRC by March 15, 1982.

b.
Agreed Upon Date of Completion The licensee shall submit by February 1,1982, corrections of their Emergency Plans and appropriate Emergency Plan Implementation Pro-cedure to demonstrate that the above notification can be provided.
3.
Emergency Action Levels / Procedure Flow a.
Required Action The licensee shall integrate the Emergency Action Levels (EALs) into the Station Operating Procedures wM assure that the procedures are written in such a manner as to encabha the reactor operations personnel to effectively and expeditiously uve from normal operations, to abnormal operations, through emergency operations and into the emer-gency plan implementing procedure.
b.
Agreed Upon Date of Completion The response for corrective action, including a description of the action and time projections for accomplishing these actions, shall be submitted to the NRC by February 1,1932.
4.
Respiratory Protection a.
Required Action The licensee shall detemine the expected number of onsite emergency-personnel who may be required to perform essential duties under can-ditions of significant airborne radioactive contamination and who, therefore, require self-contained breathing apparati in crder to safely perform their assigned tasks. The licensee shall make pro-visions for acquisition of the necessary quantitias of appropriate respiratory protection equipment and for locating the equipment in areas safely and quickly accessible to all onsite emergency response personnel. The licensee shall assure the NRC that all emergency response personnel wil; maintain their capability to safely and effi-ciently don appropriate respiratory protective equipment.
b.
Agreed Upon Date of Completion The licensee shall describe to the HRC by April 1, 1982, how all essential emergency response personnel including anticipated offsite emergency support personnel are to be provided with appropriate respiratory equipment, including plans for the acquisition of necessary additional equipment.
