Based on the staff's review of your submittal, we find that the items described in the enclosure to this letter require further clarification. We request that you be prepared to address these items during the staff audit review to be conducted the week of August 12-16, 1985.

COMMENTS CONCERNING SONGS 1 LTS SMALL BORE PIPING AND TUBING CRITERIA A review of the SONGS 1 LTS Small Bore Piping and Tubing Criteria (Impell Report No. 01-0310-1385, Rev. O, 4/85) has been performed. The criteria were found generally acceptable, except for the four items listed below:

1. The allowable stress of 2 S y proposed for the small bore criteria (Section 3.2) has been found unacceptable for the large bore piping.

Acceptance criteria for small bore piping and tubing should be consistent with those used for the large bore piping.

2. The rules for out-of-plane support of valve operator (Section 7.2 and 7.3 of the Appendix) include two parameters (C) and Cp) which have not yet been defined. These parameters should be defined.

3. The rules for calculating seismic support loads (Section 10.0 of Appendix A) appear to involve an equivalent static calculation with an amplification / carryover factor of 1.2. This value appears small and needs justification.

4 A correction factor 0.75 is used in defining acceptable span lengths for spans including elbows, tees or valves. The basis for this factor should be provided.
