SAFETY EVALUATION OF THE DETAILED SCOPE OF ISSUES FOR THE INTEGRATED ASSESSMENT Re:
Millstone Nuclear Power Station, Unit No.1 In a letter dated May 17, 1985, Northeast Utilities (NU) outlined a proposal fur the conduct of an Integrated Safety Assessment Progran (ISAP) fcr Millstone Unit No. 1.
The staff, in a letter dated July 31, 1985, concluded that the projects ideatified in your proposal to be completed independent of ISAP and the projects to be included in the ISAP integrated assessment were appropriate. Also, in that letter we requested that a safety analysis sumary and a Probabilistic Safety Study (PSS) sumary, as appropriate, for each topic be submitted for our review.
In letters submitted August 13 through November 25, 1985, the requested safety analyses and PSS summarics were submitted.
In addition, you submitted additional information for several of the ISAP topics in letters dated through February 4, 1986.
Enclosed is the staff's evaluation of each of the topic summaries.
The evaluations were conducted to determine if the detailed topic scope, as presented in the individual topics summaries, was appropriate for the integrated assessment or if the scope needed to be redefined to reflect related issues. Also, from our review of the PSS and the updated plant operating experience, we have idtntified three additional topics that should be evaluated in the integrated assessment, which have been designated Topics 1.50 through 1.52.
From the information submitted on each of the topics, the staff evaluated each topic to determine if the topic had been resolved, in whole or in part, by virtue of the evaluation submitted and, thus, need not be considered in the integrated assessment. The review of the topic PSS summaries was conducted separately and the results reported to you in our evaluation of the PSS forwarded by letter dated January 3, 1986.
The staff has concluded that the topics, as evaluated in this report, are appropriate to be resolved in an integrated assessment. We recognize that your rank.ng process using the five attribute model will not be complete until April 30, 1986.
Before that time, however, the staff requests meetings with representatives from NU and the Millstone 1 operating staff to discuss alternative corrective actions which can resolve the issues identified in the enclosed evaluation.
