plant utilizing the Corbustion Engineering CESSAR nuclear steam supply i

Preliminary Design Approval No.
PDA-6 was issued by the staff of the Nuclear Regulatory Comission on August 13, 1976.
The amendment extends the expiration date for Preliminary Design i
l Approval No. P3A-6 from August 18, 1979 to /.ugust 18, 1981. This change was nade as a result of the Nuclear Regulatory Comission's August 1978 policy statement on standardization of nuclear power plants which provided

l' The 'uclear Pegulatory Co:r.ission's August 1978 policy statenent I
identified certain matters that PDA holders would be required to address prior to the granting of PDA extensions. These matters were identified 5
in an NRC staff letter to the Stone K Webster Engineering Corporation, j
R. Boyd tc W. Kennedy, dated January 24, 1979. By letters dated July 16, 1979 and August 17, 1979, W. Kennedy to R. Hoyd, the Stone f 'Jebster I,
j E.ngineering Corporation subaitted Amendnents 40 and 41, respectively, i
j to the SWESSAR-P1 application, which addressed each of these matters.
The NRC staff has reviewed Anendments 40 and 41 for completeness and has concluded that the Stone 5 Webster Engineering Corporation has addressed each of these matters. The NRC staff considers this to be an acceptable basis for extending PDA-6 for two additional years. If the NRC staff is inforned by a utility-applicant that it intends to reference the l
S'.iESSAR-Pl/CESSAR design after August 18, 1979, it will then perform a detailed review of Amendnents 40 and 41 *o assure that each of the i
identified natters has been acceptably resolved for the SNESS/2-Pl/CESSAR 1
design.
The NRC staff has implemnted this procedure for extending PDA's, in consideration of the high degree of confidence it places in reference system designs for which PDA's have been issued. This procedure pernits the l
detailed review of the identified matters to be deferred on these designs I
until a utility-applicant requirement for that review is identified.

shall expire on August 18, 1981, unless tirlier superseded t'y issuance of a i
final design approval for the SWESSAR-Pl/ CESS /2 design, or unless extended by the !!RC staf f.
The expiration of PDA-6, as amended, should not affect use of the SWE5$AP.-Pl/ CESS /R cesign for reference in any construction per:.:it application docketed prior to such date.
