SUBJECT:

EXTENSION OF APPROVAL TERM FOR PDA-4 AND PDA-6 The expiration date of PDA-4, issued for the SWESSAR-P1 balance-of-olant in combination with the Westir ghouse RESAR-41 nuclear steam supply system design (SWESSAR/RESAR-41), was extended from June 5,1979 to August 18, 1979 by R. Boyd's letter to you dated June 1,1979. This action was taken because the Three Mile Island Urit 2 accident and its aftermath had tempor-arily interrupted our planned wo.k on PDA extensions. Since August 18, 1979 is also the expiration date for PDA-6, issued for the SWESSAR P1 balance-of-plant in combination with the Combustion Engineering CESSAR nuclear steam supply system design (SWESSAR/CESSAR), we informed ycu that we would conduct our review of the PDA extension matters for the purpose of deciding on administrative extensions for both PDA-4 and PDA-6.

The PDA extension matters fcr SWESSAR/RESAR-41 were identified in R. Boyd's letter to you dated January 24, 1979. These PDA extension matters also apply to SWESSAR/CESSAR. Your response to these matters was incorporated into the SWESSAR-Pl application by Amendments 40 and 41 transmitted by your July 16,1979 and August 17, 1979 letters to R. Boyd, respectively.

In our letter of January 24, 1979, we noted that our review of your responses to the PDA extension matters would be to determine if they were complete. We also noted that if we could determine that your responses were complete, we would administratively extend PDA-4 for two additional years, subject to later staff acceptance of your proposed resolution for the applicable Category II, III, and IV matters. This same statement appli'es to PDA-6.

Based on our review of Amendments 40 and 41 to the SWESSAR-41 application, we conclude that your responses to the PDA extension review matters for SWESSAR-Pl/RESAR-41 and SWESSAR-Pl/CESSAR are complete. Accordingly. we have amended PDA-4 and PDA-6 to reflect their new expiration dates of May 5, 1981 and August 18, 1981, respectively. We have also incluced as part of the amendments to PDA-4 and PDA-6 a condition that resolution of the applicable Category I, II, III, and IV matters is recuired for any utility applicant referencing either the SWESSAR-P1 /RESAR-41 or the 092 00 Q<p g

Mr. W. J. L. Kennedy AUG 1 0 1979 SWESSAR-Pl/CESSAR design in a construction permit application filed after August 18, 1979. We will initiate such a review as soon as we are informed by a utility-applicant that it intends to reference either the SWESSAR-Pl/RESAR-41 design or the SWESSAR-Pl/CESSAR design.

Such a review would be scheduled for completion prior to the tendering of the utility's application. Copies of A.nendment No. 4 to PDA-4, Amendment No.2 to PDA-6, and related notices which are being forwarded to the Office of the Federal Register for puolication are enclosed for your information and use.
