REGULATION OF REFUELING CREWS We have looked into your query of whethe
- or not the regulations or technical specifications need to be changed to avotd ambiguity in regard to the regu-lation of refueling crews (ref.: IE Circular No. 80-21).
IE Circular No. 80-21 wac prompted by an apparent isolated misinterpretation of our requirements reg "Ing the location of the senior operator who directly supervises reft..ing.
ISE issued the circular to re-emphasize our interpretations of the regulatory requirements. We believe that the current requirements placed on licensees by the regulations, with further restrictions placed on them through the technical specifications, have provided adequate definition of our requirements and we do not believe any clarification in the regulations is necessary.
As a seoarate item, Standards has in preparation changes to Parts 50.54(k),
50.54(m), and a new 50.54(v) of the regulations, which establish new re-cuirements for licensed operator and senior licensed operator presence at nuclear power plants. The proposed new 50.54(v) incorporates a requirement related to senior operator supervision of refueling which is currently specified in the technical specifications.
We, therefore, do not find a need to make any further reccomendations in this araa.

REGULATION OF REPJELING CREWS We have looked into your query of whether or not the regulations or technical specifications need to be changed to avoid ambiguity in regard to the regu-lation of refueling crews (ref.: IE Circular No. 80-21).
We find that the current requirements placed on licensees by the. regulations, with further restrictions placed on them through the technical specifications, have provided adequate definition of our requirements. The IE Circular No. 80-12 was prompted by an apparent isolated misinterpretation of our requirements. I&E issued the circular to assure and re-e7phasize standard intercretations of our position.
As a separate item Standards has in preparation changes to Parts 50.54(k),
50.54(m), and a new 50.54(v) of the regulations to establish new requirements for licensed operator and senior, licensed operator presence at nuclear power pl ants. The proposed new 50.54(v) will contain requirements related to senior operator supervision for core alteration operations which are currently covered by the technical specifications.
We, therefore, do not find a need to make any further recommendations in this
